Developing an XML Framework for Deliberation

Abstract
The focus of this hands-on workshop will be on developing an XML language that could be used for cross-platform deliberation. Such a language could have multiple purposes, e.g. (a) as an exchange format so that people could use their preferred platform but interact with those on other platforms, (b) as a translation format for moving deliberation from one platform to another -- empowering groups to migrate across platforms, (c) as a standard for platforms to meet in order to support deliberation, and (d) as a basis for deliberation programs to provide web services to web users generally, e.g. providing any group that wants to use a particular decision procedure to draw on the capability of an environment that implements that procedure, regardless of whether the larger environment is being used by that group. Developing such a framework could be a good way for those working on different deliberation platforms to come together and create something that could benefit all of the projects.
